Galerie Architektury Brno a Fakulta architektury VUT v Brně zvou na online přednášku urbanistky Joanny Kusiak o berlínské iniciativě „Vyvlastnit Deutsche Wohnen ad.“. S rakouskou architektkou Gabu Heindl budou diskutovat financializaci bydlení, regulaci nájemného a organizaci nájemníků a deprivatizace bydlení. Diskuse je doprovodným programem k aktuální výstavě Gabu Heindl: Městské konflikty – Manifest bydlení. Akce se uskuteční v úterý 8. března 2022 v 19:00 online, v angličtině.
Deutsche Wohnen & Co. enteignen! [Vyvlastnit Deutsche Wohnen ad.] je občanská iniciativa v Berlíně, jejímž cílem je vyvlastnění cca 250 000 bytů korporátních pronajímatelů a jejich socializace (tj. deprivatizace). Tím by se omezily spekulace na berlínském trhu s bydlením a řešila by se podstata bytová krize. Právním základem je článek 15 německé ústavy, který hovoří o Vergesellschaftung [socializaci]. Socializace může pomoci spravovat berlínské bydlení demokratickým, spravedlivým a ekologicky udržitelným způsobem. Od zahájení kampaně v roce 2018 se iniciativě podařilo shromáždit dostatek podpisů pro uspořádání referenda v září 2021, ve kterém nadpoloviční většina hlasujících vyslovila pro vyvlastnění dotčené části nájemního trhu. Město Berlín také v reakci na iniciativu schválilo v roce 2020 regulaci nájemného.
Joanna Kusiak je výzkumnicí v oblasti urbanismu na Univerzitě v Cambridge a hostující vědeckou pracovnicí v Centru Georga Simmera pro metropolitní studia v Berlíně. Je také členkou organizace Deutsche Wohnen & Co. enteignen! Ve své akademické práci se zaměřuje na problematiku pozemků, vlastnictví a roli práva při utváření měst. Její současný projekt sleduje městský právní aktivismus v jeho pokusech o znovuutváření režimů vlastnictví ve městě postavené na rovnostářštějších podmínkách, včetně nových forem demokratického vyvlastňování a společenského vlastnictví. Zkoumá také proveditelnost progresivních, kvazimachiavelistických přístupů ke kooptaci neoliberálních městských systémů. V konečném důsledku se její práce snaží obnovit konstruktivní schopnost kritických urbánních studií – schopnost, která byla od selhání modernismu do značné míry ztracena.

The Brno Gallery of Architecture and the Faculty of Architecture at BUT cordially invite you to an online lecture of an urbanist Joanna Kusiak on the Berlin initiative “Deutsche Wohnen & Co. enteignen” [Expropriate Deutsche Wohnen & Co.]. In the following discussion with the Austrian architect Gabu Heindl, we will talk about housing financialization, rent control, tenants organizing, and housing socialization. The discussion is an accompanying programme to the current exhibition Gabu Heindl: Urban Conflicts – A Housing Manifesto. The event will take place online on Tuesday 8 March at 19:00 CET, in English.
Deutsche Wohnen & Co. enteignen! is a citizens’ initiative in Berlin that aims at expropriating stock-listed housing corporations and socializing (that is de-privatizing) ca. 250 000 apartments in Berlin. This would curb financially driven speculation in the Berlin housing market and tackle the housing crisis at its roots. The legal basis is Article 15 of the Basic Law [German Constitution], which speaks of Vergesellschaftung [socialization]. Socialization can help manage Berlin’s housing in a democratic, equitable and ecologically sustainable way. Since the start of the campaign in 2018, the initiative managed to collect enough signatures to hold a referendum in September 2021. People voted for the expropriation of the concerned part of the rental market. Also, the City of Berlin approved the rent cap in 2020 under civic pressure.
Joanna Kusiak is an urban studies researcher at the University of Cambridge and a Humboldt visiting fellow at Georg-Simmer-Center for Metropolitan Studies in Berlin. She is also an activist with Deutsche Wohnen & Co. enteignen! Her academic work focuses on land, property, and law’s role in shaping our cities. Her current project follows urban legal activism in its attempts to reinvent urban property regimes on more egalitarian terms, including new forms of democratic expropriation and social ownership. She also investigates the feasibility of progressive, quasi-Machiavellian approaches to co-opting neoliberal urban systems. Ultimately, her work seeks to rebuild the constructive capacity of critical urban studies – a capacity that has been largely lost since the failure of modernism.
